永世中立同盟宣言 – Declaration of Perpetual Neutrality Alliance
１．序文 – Preamble
本ゲーム「Star Trek Fleet Command ™」は、2019年10月17日の正式リリース以降、多くの新機能を加えながら進化を遂げてきました。今や、作戦本部レベル70のプレイヤーも珍しくない時代となり、多くの司令官が5年以上の経験を重ねています。
中でも、テリトリー星系の導入と、外交アイコン（味方、友好的、協力的、中立、警戒、非友好的、敵）の実装は、大きな変化でした。 しかし、私たちはこれらの外交アイコンによって、すべての同盟が一律に7種類へと分類されることに強い疑問と危惧を感じています。
それは、プレイヤー同士の関係性が、あたかも同盟単位の“敵味方”として拡大・固定され、さらにはイベントという名のもとにサーバー間対立を煽る構図さえ生んでいるからです。
また、サーバー統合を繰り返す中で、同盟の枠組みや外交のあり方も大きく揺れ動いてきました。統合に伴う偏見や排除の空気は根深く、古くからの戦友たちが疲弊し、静かにリタイアしていく姿を私たちは見てきました。
私たちGENE同盟は、常に「これは誰かを撃ち殺すためのシューティングゲームではない」と考えています。そして今、創設から6年を経た私たちは、新たなステージへと歩みを進める決意を固めました。

Since its official release on October 17, 2019, the game ‘Star Trek Fleet Command ™’ has continued to evolve with the addition of numerous new features. We now live in an era where level 70 Operations Headquarters are no longer rare, and many commanders have accumulated over five years of experience.
Among the most significant changes were the introduction of Territory Systems and the implementation of diplomatic status icons—Ally, Friendly, Cooperative, Neutral, Cautious, Unfriendly, and Hostile. However, we harbor serious concerns about the uniform classification of all alliances into just these seven categories.
These icons have, in effect, expanded and solidified interpersonal dynamics into alliance-wide “friend-or-foe” designations. Worse yet, such classification has fostered a framework of inter-server conflict under the guise of events.
Furthermore, with repeated server mergers, the structure of alliances and the nature of diplomacy have been thrown into flux. The prejudice and exclusion that often accompany mergers have run deep, and we have witnessed long-time comrades quietly retire out of exhaustion.
At GENE Alliance, we have always believed that this is not a shooting game meant to kill others. Now, six years after our founding, we are resolute in our decision to move on to a new stage.
２．宣言文 – Declaration
ここに、GENE同盟は 永世中立同盟 となることを宣言します。
私たちは、他同盟間の紛争や謀略への介入・加担を行わず、中立を貫く姿勢を明確にします。
ただしこれは、戦闘や武装の放棄を意味するものではありません。私たちは、探索、冒険、そして何より同盟員を守るために必要な武力は保持し続けます。

Here and now, the GENE Alliance declares itself a Perpetually Neutral Alliance.
We hereby make clear our stance to remain neutral and refrain from intervening in or contributing to conflicts or schemes between other alliances.
However, this does not imply the abandonment of combat or disarmament. We will continue to maintain the military strength necessary for exploration, adventure, and, above all, the protection of our alliance members.
３．移行措置 – Transition Measures
本宣言は、過去の外交関係を即座に破棄・否定するものではありません。既存の関係については個別に相談を受け付け、柔軟に対応してまいります。

This declaration does not immediately nullify or deny our previous diplomatic relationships. We are open to individual discussions regarding existing relations and will respond with flexibility.
